SEZ EURO-PARK MIELEC

EURO-PARK MIELEC is the first Special Economic Zone (SEZ) established in Poland. It was established in 1995 and has been managed by ARP S.A. since its inception. It comprises 33 sub-zones in 5 voivodships: Podkarpackie, Lubelskie, Małopolskie, Śląskie and Zachodniopomorskie.

Establishment of Special Economic Zone in Mielec

The regulations governing the functioning of SEZs stipulated that the zone is a strictly geodesically delimited area of our country. In relation to this legal provision, the area of SEZ EURO-PARK MIELEC amounts to 1723.9743 ha and is located in 33 sub-zones in the following voivodships: Podkarpackie, Lubelskie, Małopolskie, Śląskie and Zachodniopomorskie.

The direct impulse to create the concept of the zone was the crisis of WSK PZL-Mielec. The zone was created in response to high unemployment and the need to manage the assets left by WSK. The opening of the SEZ EURO-PARK MIELEC, a pioneering project in the Polish economy, took place in 1995 - a year after the passing of the Act on Special Economic Zones.

The aim of the SEZ is to increase the area's economic activity and reduce unemployment.

Specificity of activity

Activity in this area is to stimulate the development of Polish entrepreneurship and encourage investment in Poland under the government's Polish Investment Zone programme.

Under the new legislation, i.e. the Act on Support for New Investments, each zone manager is assigned an area in which they carry out the tasks specified in the Act. In the zone managed by the SSE EURO-PARK MIELEC there is an area covering the poviats in Podkarpackie voivodship (Bieszczadzki, Brzozowski, Debicki, Jarosławski, Jasielski, Kolbuszowski, Krośnieński, Leski, Leżajski, Lubaczowski, Łańcut, Mielecki, Przeworski, Ropczycko-Sędziszowski, Rzeszowski, Sanocki, Strzyżowski and two cities with poviat rights: Krosno and Rzeszów) and Lubelskie (Lubartowski, Lubelski, Świdnicki and one city with poviat rights - Lublin).

The Act on supporting new investments, in force since 29 June 2018, enables entrepreneurs to obtain public aid in the form of income tax exemptions. Obtaining this type of aid by an entrepreneur implementing a new investment depends mainly on the subject matter of the planned investment and the fulfilment of quantitative (incurring qualified costs in a certain amount associated with the unemployment rate and the size of the entrepreneur) and qualitative criteria, described in detail in the regulation on public aid.

The new regulations make it possible for the investor to indicate the place of realisation of his investment. Special support can be provided to companies that contribute to the growth of innovation in the Polish economy. The basis for benefiting from this type of public aid is a decision on support, issued by the area manager under the authority of the competent minister for economy.

ARP S.A. invests in modern and efficient infrastructure and extends the offer of investment areas in the areas it manages, as well as constantly improves the quality of its services. Services and support for investors are conducted at many levels. ARP S.A. promotes entrepreneurs and cooperates with clusters, educational institutions and local authorities.

Within the framework of cluster activity, ARP S.A.:

  • supports activities undertaken by clusters of which it is a member (Association of Aviation Industry Entrepreneurs Group DOLINA LOTNICZA, Eastern Automotive Alliance) in order to promote industries and create a good climate for locating new investments.

As part of its activities aimed at developing vocational education tailored to the needs of investors, ARP S.A.:

  • undertakes cooperation with universities and with schools providing vocational education in the process of taking into account the needs of the labour market in the education process,
  • supports the development of human resources for modern economy, supporting the dialogue between entrepreneurs and educational institutions in order to adapt them to the needs of the local market,
  • implements the ARP Personnel for Industry project,
  • actively cooperates with local and regional authorities to ensure efficient implementation of new projects for investors.

WHAT IS WORTH KNOWING ABOUT EURO-PARK MIELEC?

It covers 20 counties and 3 cities with county rights; it is located on fully developed land, prepared for full use by investors, near convenient transport hubs.

It has PLN 11.7 billion of investment outlays. Allows income tax exemption for entrepreneurs (CIT or PIT) implementing a new investment and exemptions from property tax.

It offers 37.4 thousand jobs, institutional support in terms of extensions, improvements in infrastructure and access to markets, as well as improvements in access to workers.

It engages 230 entrepreneurs, offering them information and substantive support, professional service at every stage of investment, cooperation with other investors and the manager of the EURO-PARK MIELEC SEZ, cooperation with local authorities, business-related institutions, road administrators and media operators, coordination of construction and development of necessary infrastructure elements, issuing of technical agreements, formation of purchasing groups.

It primarily supports the aviation, metallurgical, automotive, wood processing, plastics and IT industries.

Within the framework of the Polish Investment Zone programme, 2.7 billion PLN in investment outlays and nearly 1.1 thousand new jobs have been declared.
