IDA JSC demands from TVN a correction of false information concerning the programme "Polskie szwalnie" (Polish sewing mills)

The Management Board of the Industrial Development Agency JSC hereby informs that applications have been sent to the editors-in-chief of TVN, TVN24 and TVN24.pl in the manner specified by the Press Law, requesting the publication of corrections to press materials regarding the programme "Polskie szwalnie".

TVN 24 in its Superwizjer reportage of 11 September 2021 entitled "How the government sew the face masks"; TVN24.pl in the article "Rządowy program za ćwierć miliarda złotych i miliony maseczki, które nie nadają się do użytku" ["Government programme for a quarter of a billion zlotys and millions of masks which are not fit for use"] of 11 September 2021 and TVN in its Superwizjer reportage of 14 September 2021 entitled "Jak rząd szył maseczki" ["How the government sewed face masks"] provided untrue or inaccurate information and accusations:

  1. It is not true that the programme of sewing and welding masks called "Polskie szwalnie" was a government programme. The programme was implemented exclusively by IDA.
  2. It is not true that the masks sewn by textile mills commissioned by IDA under the "Polskie szwalnie" programme are unusable, they do not protect against coronavirus infection. All masks procured by IDA protect against the spread of infection at a minimum of 98%. The sewing process has no negative impact on the effectiveness of the masks.
  3. It is not true that the cost of building the production hall in Stalowa Wola was incurred for the purpose of manufacturing protective masks. Construction of the hall began before the Covid 19 pandemic - in 2018. Only 1 of the 3 segments of the hall was allocated for the production of masks. The others are under commercial lease.
  4. It is not true that the material for the production of protective masks stored in the Stalowa Wola plant is out of date. The shelf life of this material is 3 years and has not expired.
  5. It is not true that: 1. the contractors of the "Polish sewing mills" programme were imposed by the KPRM, 2. companies, including TW Plast, were selected for cooperation due to their political connections, 3. there were no substantive criteria for the selection of contractors for the programme. In reality: 1. the list of candidates presented by the Ministry of Development was only information material and was not binding in further actions of the IDA; 2. the criterion of possible political connections was not important in the recruitment to the programme; 3. the recruitment criteria were: the volume of possible production, the declared speed of production, readiness to associate in producer groups.
  6. It is not true that any of the masks contracted by IDA under the Polish sewing plants programme were produced in China and then marketed as coming from Poland. 100 % of the masks from the above programme were made in Poland.
  7. It is not true that the production of the masks commissioned by IDA under the 'Polskie szwalnie' programme was carried out at prices higher than market prices. During the implementation of that programme, the cooperation model adopted and the negotiations conducted with the sewing and sealing companies ensured the lowest prices on the market at that time.
