Signing of a letter of intent on cooperation between Industrial Development Agency JSC and TELE-FONIKA KABLE S.A.

Date of posting: 2025-01-28

The Industrial Development Agency and TELE-FONIKA KABLE S.A. have signed a letter of intent in which they declare their readiness to cooperate and express their willingness to undertake activities in the field of mutual support related to participation in offshore wind energy development programmes and other infrastructure projects in the Polish exclusive economic zone in the Baltic Sea, and at a later stage also in foreign projects.

The document was signed by:

Jakub Dulski - Vice President of the Management Board of the Industrial Development Agency S.A,

Radosław Niedzielski - Vice-President of the Management Board of Agencja Rozwoju Przemysłu S.A,

Monika Cupiał - Zgryzek - President of the Management Board of TELE-FONIKA Kable and JDR Cable Systems

Piotr Mirek - Member of the Management Board of TELE-FONIKA Kable and Executive Director for Supply Chain and Investment at JDR Cable Systems

The letter of intent signed by IDA and TELE-FONIKA Kable should be seen as a declaration of intent to cooperate and to maintain a long-term partnership. The individual objectives of the document will be realised on the basis of separately concluded agreements, in which the principles of cooperation and the scope of undertaken undertakings will be defined.

IDA S.A. and TFKable declared their will to implement a project consisting in the construction of an offshore installation unit Cable Lay Vessel (CLV) for the needs of construction and operation of offshore wind farms essentially in the Baltic Sea, but also a vessel capable of sailing and operation in other areas, especially the North Sea. The parties expressed their willingness to establish cooperation by creating an entity to implement the project.

Vice President of the Management Board of IDA JSC Radosław Niedzielski, emphasised that as part of its statutory activity, the Industrial Development Agency JSC exercises ownership supervision over subsidiaries operating in various industries, including offshore wind energy. The IDA S.A. also has the financial potential to support investments in the area of offshore wind energy.

‘The Industrial Development Agency JSC supports the implementation of innovative projects to maximise the domestic offshore wind energy supply chain not only by increasing the manufacturing potential of the shipbuilding industry, but also by expanding design, shipowner and operator competences. Our leading activities are in the offshore wind sector and we are committed to the idea of building offshore units for laying and repairing submarine cables. We hope that cooperation in this field with TELE-FONIKA Kable S.A. will strengthen the position of Polish entrepreneurs in the sector of highly specialised units providing services in the offshore sector and other infrastructure projects.’ - Radosław Niedzielski, Vice President of the Management Board of IDA JSC, said.

Given the rapid increase in the needs for offshore construction and the lack of vessels for laying and repairing submarine cables, both in the domestic and global markets, the construction of a Cable Laying Vessel is a much-needed investment.
The use of national expertise is extremely important in terms of broader energy or infrastructure security.
This type of vessel can be used to lay and repair both offshore wind farm cables as well as power, telecommunications or fibre optic cables. The dynamic development of OWE projects in which IDA JSC is involved, as well as other installation and infrastructure projects planned and already under way in the Polish offshore economic zone, entails the need for a specialised offshore unit.
Building it to service offshore wind farms will allow Polish companies to join global sub-suppliers in the offshore wind farm market. - said Jakub Dulski, Vice President of the Management Board of IDA JSC

The signing of the letter of intent with the Industrial Development Agency is an important step in the implementation of our development strategy in the area of Offshore Wind Energy. The joint project to build CLV installation units and service vessels supports the energy transition and strengthens Poland's position in the global offshore supply chain. We believe that it is crucial to use the local resources and competences of Polish shipyards and companies to contribute to the development of the sector and strengthen Poland's role in the international Offshore Renewable Energy.’- adds Piotr Mirek, Member of the Board of TELE-FONIKA Kable and Executive Director of Supply Chain and Investment at JDR Cable Systems.

The construction of Cable Laying Vessels (CLV), the so-called ‘cable-laying vessels’, is an operationally and economically justified investment due to the dynamic development of OWE projects, as well as other installation and infrastructure projects carried out and planned in the coastal Polish economic zone. In addition, the Polish and global market is experiencing a shortage of vessels for laying and repairing submarine cables, as the market for the construction of such installations on the seabed is currently in a phase of rapid growth. Vessels of this type are technologically advanced platforms equipped with many specific systems. These include cable laying systems or systems for observing and monitoring sub-sea work. These vessels are usually equipped with underwater vehicles and equipment for plunging cables into the bottom.
